What is the Confidential Intermediary Program?

The Confidential Intermediary Program was established by the Arizona State Legislature in 1993.  This program allows court record access by a Confidential Intermediary to facilitate the search process between adopted children or adoptive parents and birth parents (triad members), and others.

 

The Arizona State Supreme Court administers the Confidential Intermediary Program.  The Court provides training to ensure that Intermediaries are educated about the search process and the law, and that they are sensitive to the needs of triad members and other parties using their services.  The Court certifies Intermediaries and provides monitoring and on-going education to encourage a high quality of service.

 

Who may use the services of a Confidential Intermediary?

  • An adult adoptee, who is at least age 18 or older.

  • The birth parents, when an adoptee is age 21 or older.

  • The spouse of a deceased adoptee who is also the legal parent or guardian of at least one child of the adoptee.

  • Progeny, age 21 or older, of the deceased adoptee.

  • Parent of the deceased birth parent.

  • Sibling of an adoptee, age 21 or older

 

A physician may inform the court about a health condition that may seriously affect a member of the triad or his/her descendants, the court shall order the Confidential Intermediary Program to appoint a Confidential Intermediary for the purpose of offering parties non-identifying medical information only.  The adoptee need not be an adult for this specific service.

 

How much do Confidential Intermediary services cost?

Christian Family Care Agency charges $30 per hour for intermediary services.  Additionally, expenses for mileage, obtaining documents, phone calls, database searches, etc. are also charged.  The average cost of a search, including fees and expenses, is $250.  CFCA may offer intermediary services at a reduced fee, or may waive the hourly fee, based on financial need or situation.  Please call the Agency at 602-234-1935 in Phoenix and Northern Arizona, or 520-296-8255 in Tucson and Southern Arizona to discuss your specific situation.

Christian Family Care Agency has a trained Confidential Intermediary on staff in both Phoenix and Tucson.  Or, you may contact the agency or attorney who facilitated the adoption and ask if they would recommend someone.
